Julia was elected to the East Bay Community Law Center’s Board of Directors in 2026. Julia is Associate Vice President – Assistant General Counsel of Health, Safety and Environmental at Eli Lilly. Julia concentrates her practice on site operations law, with specialized focus in international trade and environmental, health & safety (EHS) compliance.

In the EHS realm, she has represented industrial, manufacturing, laboratory, research and retail clients facing unique and complex EHS regulatory compliance and enforcement actions, and she also has an extensive environmental litigation background from initial assessment through appeals. On the trade side, she works on issues relating to export controls and restrictions, sanctions, import classification, anti-dumping and countervailing duties, administrative appeals, conflict minerals reporting, and trade compliance programs.
