In August 2026, EBCLC welcomed two new Board Members, Julia A. Miller and Brayan Ortiz Ramos. Please join us in welcoming them to the team!
Julia A. Miller
Julia is Associate Vice President – Assistant General Counsel of Health, Safety and Environmental at Eli Lilly. Julia concentrates her practice on site operations law, with specialized focus in international trade and environmental, health & safety (EHS) compliance.
In the EHS realm, she has represented industrial, manufacturing, laboratory, research and retail clients facing unique and complex EHS regulatory compliance and enforcement actions, and she also has an extensive environmental litigation background from initial assessment through appeals. On the trade side, she works on issues relating to export controls and restrictions, sanctions, import classification, anti-dumping and countervailing duties, administrative appeals, conflict minerals reporting, and trade compliance programs.
Brayan Ortiz Ramos
Brayan is a J.D. candidate at UC Berkeley School of Law and a graduate of UC Berkeley, where he earned his B.A. in History (Honors) and a minor in Public Policy. Raised in South Sacramento, Brayan is a first-generation college and law student committed to expanding access to legal and educational opportunities for underserved communities.
Through the Justice Sonia Sotomayor program, he served as a judicial extern/intern to Judge Edgardo Ramos of the U.S. District Court for the Southern District of New York. He also spent a summer at Wilson Sonsini Goodrich & Rosati. At Berkeley Law, he has been involved with La Alianza, California Law Review, Technology Law Journal, Latine Journal of Law and Policy, Startup Law Initiative, Law and Political Economy (LPE), and the East Bay Community Law Center, among others. Brayan’s legal interests include technology law, immigration law, corporate law, antitrust, and public-interest advocacy. In his free time, you can find Brayan playing soccer with friends, collecting vinyl records and CDs, or trying new restaurants with his girlfriend.
During our Board Development Day, the Board of Directors welcomed new members and met with staff. The board learned about the current programmatic landscape and had a robust conversation about EBCLC’s legacy and resilience. We are grateful for the Board’s stewardship!
